摘　　要：新时代社会治理创新对治安行政权社会化提出了科学化、法治化要求,治安行政权的边界界定则是解决科学化、法治化的关键所在。应梳理社会治安综合治理向社会主义社会治理体系战略思想提升的演变过程,在国家总体安全观视野下,结合我国行政权社会化的发展现状,勾画治安行政权社会化的边界轮廓。建议从是否有利于"更好地以人为本保障人权、提高服务效率提升服务质量、依法行政尽职尽责、更好地执行行政权力清单制度、与警务发展水平相协调"五个方面构建治安权社会化的价值准则。The new era of social governance innovation puts forward the requirements of scientization and legalization for the socialization of public security administration.The boundary of public security administrative authority is the key to solve the problem of scientization and legalization.We should sort out the evolution process of the comprehensive management of social security to the socialist social governance system,and outline the boundary of the socialization of public security in the view of the national overall security concept and the development of the socialization of administrative power in China.It is suggested that the value criterion of the socialization of public security rights should be constructed from the following five aspects:“whether it is conducive to better people-oriented protection of human rights,improvement of service efficiency and service quality,responsible administration according to law,better implementation of the system of administrative power lists,and coordination with the development level of policing.”
