摘　　要：针对国家对安全环保工作提出了很多新理念和新要求,原有HSE管理体系已不适应外部环境和中国石化当前HSSE管理的需要,通过充分借鉴国内外同行的优秀做法,结合中国石化的运营实际,提出组织引领、全员尽责管理新模式,强化风险评估和隐患整治,坚持问题导向和全过程风险管控,突出过程管控和专业系统,突出基层安全体系建设,建设了中国石化HSSE管理体系,作为HSSE管理的强制性、纲领性文件,为中国石化HSSE管理提供设计框架和方法。体系将对有效管控HSSE风险具有积极促进作用,具有里程碑意义。In view of new concepts and requirements for safety and environmental protection work put forward by the state,the original HSE management system has no longer adapted to the external environment and the current HSSE management needs of SINOPEC.By fully drawing on the excellent practices of domestic and foreign counterparts and considering the actual operation of SINOPEC,a new model of leadership-led,full-staff and responsible management is proposed.Strengthening risk assessment and hidden hazard remediation,adhering to problem-oriented and whole-process risk management and control,stressing process control and professional system,highlighting the construction of grass-roots safety system,and building SINOPEC HSSE management system,as a mandatory and programmatic document of HSSE management,provide a framework and method for SINOPEC HSSE management.The system will play a positive role in controlling HSSE risk effectivelyand has the milestone significance.
