摘　　要：针对中国石化HSSE管理体系在油气田、炼油化工、油品销售、油气管道储运、石油工程、炼化工程、科研等各板块企业实施过程存在的HSSE风险不突出、体系实施方法不明确等问题,分析了HSSE管理体系通用要素和专业要素在各板块企业实施过程中的关注重点。并以某石化企业为研究案例,阐述了HSSE管理体系在企业的实施流程,为中国石化HSSE管理体系的运行实施提供借鉴。In the process of implementing the SINOPEC HSSE management system in oil fields,refinery,sales,petroleum engineering,refinery engineering,scientific research and other plates,there are problems such as unobtrusive HSSE risk and unclear implementation methods.Based on the existing problems,this paper analyzes the general elements of HSSE management system and the key points for the implementation of the system in enterprises of different plates.Taking a petrochemical enterprise as a case study,this paper expounds the implementation process of the HSSE management system in the enterprise,providing a reference for the operation and implementation of the HSSE management system of Sinopec.
