摘 要:储气库是保证管网安全平稳供气以及季节调峰的需要,在我国盐穴储气库建设刚刚开始,其地下工程计价依据和投资控制方法尚属空白。在分析整理盐穴储气库投资构成和特点的基础上,运用投资习性理论系统分析和识别影响盐穴储气库钻井、溶腔、注气排卤及注采工程投资的变动因素和固定因素。根据投资随变动因素变化的规律,构建了盐穴储气库地下单项工程投资与关键变量、技术参数相结合的数学模型,同时,给出了规模和技术参数相近的盐穴储气库单项工程投资估算参数,填补了盐穴储气库计价依据和投资计算办法的空白,可满足今后盐穴储气库项目规划、可研与初步设计等阶段有效控制投资和合理确定工程造价的需要,对提高投资决策水平和投资效益具有积极的作用。同时,也拓宽了投资控制的方法和理论。Gas storage is to ensure safe and stable gas supply of pipe network and meet the needs of seasonal peak regulation.In China,for salt-cavern gas storage construction is just at the beginning stage,pricing references and investment control methods for underground works are still blank.This paper,by analyzing and arranging investment composition and properties of salt-cavern gas storage,adopts investment habit theory system to analyze and identify the variable factors and fixed factors of investments for salt-cavern gas storages involving drilling,cavern development,gas injection and de-brining as well as injection and production works.And in accordance with the rules of investments changing with the variable factors,this paper builds a mathematical model integrating investments,key variable factors and technical parameters for underground single construction of salt-cavern gas storages,and meanwhile,offers the investment estimation parameters for single construction of salt-cavern gas storages that are similar in scales and technical parameters,which fills the gap in pricing references and investment calculation methods for salt-cavern gas storages,meets the needs for effectively controlling investment and reasonably determining engineering costs at the stages of planning,feasibility study and basic design for salt-cavern gas storage projects,plays an active role in improving investment decision level and investment benefits and also richens the investment control methods and theories.
