摘  要:为了制定合理的交通拥堵收费标准,以出行成本为评价指标,采用行为经济学理论分析出行者的选择决策行为,通过前景理论和心理账户分别建立最低交通拥堵收费标准模型和最高交通拥堵收费标准模型,得到拥堵收费的最优区间,并用价格弹性指标验证其合理性。最后以桂林市为例验证模型的适用性。计算结果表明,恰当的拥堵收费标准可以促使出行者更多地选择公共交通工具出行。Reasonable traffic congestion charge standard is formulated by taking travel costs as the evaluation index,analyzing the decision-making behavior of travelers by using behavioral economics theory.The minimum cost of traffic congestion charge standard model and the highest cost of traffic congestion charge standard model were established by prospect theory and mental accounting.The optimal interval of congestion pricing was calculated,and its rationality was verified by the price elasticity index.The applicability of the model was verified by taking Guilin as an example.The calculation results show that appropriate congestion charge can urge travelers to choose more public transport trips.
