摘　　要："十三五"时期是我国人口老龄化加速发展阶段,迫切需要探索适应中国特色的面向人口老龄化的互助养老新模式。时间银行模式挑战了传统互助服务模式,逐渐成为占据主导地位的前沿探索模式。从货币经济学视角出发,构建社会养老、代际交换、时间银行三者之间的理论分析框架,并将萨缪尔森的代际交叠模型拓展引入到社会养老服务领域,建立社会养老代际交换模型,借助规范分析证明时间货币的发行和引入,可以高效地在潜在供求者之间合理配置闲置劳动力资源,促进家庭养老向社会养老转化。研究表明,时间银行的可持续发展客观上需要政府发行真正意义上的时间货币,时间货币的发行和引入可能是时间银行模式取得突破性进展的关键,进而提出政府主导发行全国统一的时间货币,建立全国统一的时间银行,倡导全民参与的政策建议,为政府科学决策提供理论参考。The population aging speed up increasingly during“13th five-year”period,it is urgent to explore and adapt a new old-age security and service oriented mode with Chinese characteristics for the aging population.Time bank model has challenged the traditional service mode to open up a new research field,and gradually become the dominant position of the frontier exploration.From perspective of monetary economics,this paper builds a theoretical frame of pension service and generation exchanges and time bank.The overlapping generation models are extended into the pension services area and intergenerational exchange models of pension money are built to show that the introduction and issue the pension money can efficiently allocate pension service resources between potential supply and rational demand to promote the intergenerational exchange of pension services.The paper draws a conclusion that the introduction and issue pension money may be the key for time bank to make a breakthrough,then the paper designs time bank mode with the government leading,universal participation,issuing pension money in order to provide theoretical references for the government.
