摘　　要：当前社会矛盾大多存在于基层。基层是矛盾的源头,又是解决矛盾问题的关键。坚持发展"枫桥经验",实现矛盾及时就地化解,加强预防化解社会矛盾机制建设,正确处理人民内部矛盾,对于推进国家治理体系和治理能力现代化,保障和实现人民当家作主具有重要意义。剖析辽宁农村基层化解社会矛盾现状及途径,进而研究老工业基地农村基层预防和化解社会矛盾机制建设情况,有助于进一步提升基层社会治理能力和效果,打造共建共治共享的社会治理格局。Most of the current social contradictions exist at the grassroots level.The grassroots level is the source of contradictions and the key to solving contradictions.Adhering to develop“Fengqiao Experience”,realizing contradictions to be solved timely,strengthening the construction of the mechanisms to prevent and solve social contradictions,and correctly handling contradictions among the people are of great significance for promoting the modernization of the national governance system and governance capacity,and ensuring and realizing the people’s mastery.In-depth analyze the status quo and ways of solving social contradictions in rural grassroots areas in Liaoning,and then study the rural grassroots prevention and resolution of social contradictions in the old industrial bases,which will help to further improve the capacity and effectiveness of grassroots social governance,and create a social governance pattern of joint construction,governance and share.
