摘 要:住宅的商品与社会双重属性决定了我国住宅市场租购并举的供给制度:商品房销售与保障性住房租赁并存。目前保障性住房建设与租赁均是政府计划指令式的,无法引导与满足市场需求。通过构建以市场需求导向的租购并举住宅供给方式,研究商品房与保障性住房两类供给并存的市场竞争内在机理,分析政府规制对市场的导向作用。研究表明,政府直接参与公租房建设并非最优的选择,可以合理地运用差异化的建设审批控制住宅性质以及税收、补贴等手段间接调节住宅市场供给多样性,进而形成住房市场平稳健康发展的长效机制。The dual attributes of housing commodity and society determine the supply system of both rent and purchase in China's housing market:the coexistence of commercial housing sales and affordable housing rent.At present,the construction and leasing of affordable housing are directive-style government plans,which can’t guide and meet the market demand.By constructing a market-oriented rent-purchase combined housing supply mode,this paper studies the inherent mechanism of market competition in the co-existence of commercial housing and affordable housing,and analyzes the market-oriented role of government regulation.The study shows that the government's direct participation in the construction of public rental housing is not the best choice.It can reasonably use the differential construction approval to control the nature of housing and indirectly regulate the supply diversity of housing market by means of tax and subsidy,thus forming a long-term mechanism for the stable and healthy development of housing market.
