区域协同下京津冀城市群城市综合承载力评价

摘　　要：京津冀协同发展是中国区域发展的重要战略之一,甄别各城市的综合承载力是推进区域协调与可持续发展的主要依据。基于协同理论建立城市群城市综合承载力理论分析框架,从人口、环境、资源、经济、交通、科技6个层面建立城市综合承载力指标体系,并利用改进熵值法,对京津冀城市群内13个地级及以上城市的综合承载力进行测度并进行比较分析。结果表明:京津冀城市群内城市综合承载力整体处于中上水平,呈"南北高,中间低"的空间分布;从承载力的供给与需求角度看,多数城市存在不同程度的超载现象;城市综合承载力的制约因素和受限程度存在差异,且制约因素之间互相影响。可以从以城市综合承载力为支撑推进各级城市协调发展、加快交通一体化建设、推进产业对接合作等方面提出对策建议。Coordinated development of the Beijing-Tianjin-Hebei region is an important strategy of China’s region development.Analysis of the comprehensive carrying capacity of cities is a basis for promoting regional coordination and sustainable development.This paper constructs the theoretical analytical framework of urban comprehensive carrying capacity based on the synergy theory,and builds the index system of urban comprehensive carrying capacity from population,environment,resources,economy,transportation,science and technology.Then the improved entropy method is used to evaluate and compare the 13 cities’urban comprehensive carrying capacity.The result shows that the urban comprehensive carrying capacity of Beijing-Tianjin-Hebei urban agglomeration is in the upper level as a whole,and the north and south cities is better than the middle;urban comprehensive carrying capacity in most of the cities is overloaded;the restricted factors and restriction degrees of urban comprehensive carrying capacity are different from city to city,and restricted factors affect each other.Finally,this paper gives some advices from promoting the coordinated development of cities based on the urban comprehensive carrying capacity,speeding up the integration of traffic construction and promoting industrial docking cooperation.
