全球价值链上先进制造业与生产性服务业协同发展机制:以上海市为例

摘　　要：当前,发达国家凭借技术创新、贸易与金融等服务产业领先优势,占据了全球价值链的高端地位。如何突破我国产业在全球价值链的低端区位锁定,加快我国产业从全球价值链低端向中高端转变,已成为促进我国经济发展亟待深入研究的问题。作为一种产业间资源有效配置方式,以先进制造业为核心的制造业与生产性服务业的协同发展,对内有利于形成经济增长新动能,对外能够成为链接全球价值链的嵌入方式。以上海市为例,通过构建价值型投入产出模型,对先进制造业与生产性服务业协同发展机制的实证分析表明,产业协同发展可以提高产业间资源配置效率、促进新兴产业创新集群,也是加快我国先进制造业与生产性服务业转型升级的有效途径。由此得出启示:通过主导产业引致、价值链协同配套以及产业创新集群发挥产业关联性作用,以先进制造业为引领形成产业协同正向溢出效应,有利于构造我国先进制造业与生产性服务业协同综合体,加快促进我国嵌入全球产业链分工体系,逐步实现我国制造业从全球价值链低端向中高端递进升级。At present,developed countries have occupied a high-end position in the global value chain by virtue of technological innovation,trade,finance and other service industries.How to break through the low-end location lock of China s industry in the global value chain and speed up the transformation of China s industry from the low-end to high-end of the global value chain has become an urgent issue to promote China s economic development.From the point of industrial synergy as an effective way to allocate resources among industries,the synergistic development of manufacturing with advanced manufacturing as the core and productive services is conducive to the formation of new momentum of economic growth internally and can become an embedded way to link up global value chains externally.Taking Shanghai as an example,this paper constructs a value-based input-output model and makes an empirical analysis of the mechanism of the coordinated development of advanced manufacturing and productive services.The results show that the coordinated development of industries can improve the efficiency of resource allocation among industries,promote the innovation clusters of emerging industries,and accelerate transformation and upgrading of advanced manufacturing and productive services in China.The following inspiration can be drawn:It s feasible to form positive spillover effect of industrial synergy through industrial association,leading industries function,the coordination and matching of value chains,and industrial innovation clusters.We should form a synergistic complex of advanced manufacturing and productive services in China,accelerating China s integration into the global industrial chain,and gradually upgrade China s manufacturing industry from the low end of the global value chain to the middle and high end.
