摘　　要：长期以来,党和政府十分重视公安队伍建设和执法活动规范化建设。从1978年至2018年,我国法治公安建设经历了法治公安建设的开创、推进及全面深化阶段。通过梳理近40年来的法治公安建设状况,我国公安法律体系日趋完善、队伍建设走向正规化、现代化,执法行为逐步规范化,监管体制更加严格。然而,法治公安建设也遇到诸多问题,比如法律法规的滞后性、执法主体素质参差、职责权限不清晰与执法环境恶化等。未来法治公安建设应从加快公安立法进程、加强执法主体的法治教育、强化执法活动监管与完善公安法治宣传工作等方面入手,以提升法治公安建设的水平与能力。For a long time,the Party and government attached great importance to the construction of public security teams and standardization of law enforcement activities.From 1978 to 2018,the public security construction under the rule of law has experienced the initiation,promotion and comprehensive deepening of public security construction under the rule of law.Via reviewing public security construction under the rule of law in recent 40 years,the author finds out that the legal system of public security in China is being improved continuously,the construction of the team is being normalized and modernized,law enforcement is normalized gradually,the regulatory system is becoming more stringent.However,there are some problems in the construction of public security under the rule of law,such as hysteresis of laws and regulations,uneven quality of the subject of law enforcement,unclear responsibility and authority,deterioration of law enforcement environment.In the future,the public security construction under the rule of law should start from speeding up the process of public security legislation,strengthening the rule of law education of the law enforcement subjects,strengthening the supervision of law enforcement activities and perfecting the propaganda work of the public security under the rule of law,so as to improve the level and ability of the public security construction under the rule of law.
