农业转移人口市民化公共成本问题研究述评

摘　　要：目前学界关于农业转移人口市民化成本问题的研究仍存在不少需要改进和完善之处,如对农业转移人口、农民工等概念界定不清,对市民化公共成本的构成要素、指标界定、测算模型与统计方法认识多有差异。未来研究重点应当理清公共成本内涵和规模,明确各级政府以及社会各方的责任担当,把握好市民化公共成本规模总量和支出结构的关系,理性设计分期支出年限,平衡多元主体成本分担机制。政府部门则应摆正态度、理性抉择、统筹安排,通过明晰支出责任、创新支出结构、完善体制机制、搭建信息平台、推进基本公共服务等措施合理合法地化解农业转移人口市民化公共成本压力,实现农业转移人口市民化进程有序稳步推进。There are still many aspects to be improved and perfected in the study of the public cost of citizenization of the transferred agricultural population,such as the unclear definition of the concepts of the transferred agricultural population and migrant workers,and the differences of understanding the constituent elements,indicators,calculation models and statistical methods of the public cost of citizenization.The focus should be put on clarifying the connotation and scale of the public cost,the responsibility of governments at all levels and all parties in society,and the relationship between the total scale of the public cost and the structure of expenditure,rationally designing the period of expenditure by stages,and balancing the mechanism of multi-subject cost sharing.Especially,we should adjust attitude,rational choice,overall arrangement,rationally and legally resolve the pressure of public cost of the transferred agricultural population by clarifying the responsibility of expenditure,innovating the structure of expenditure,perfecting the system and mechanism,building an information platform and promoting basic public services,so as to realize the process of the citizenization of transferred agricultural population in an orderly and steadily advanced manner.
