摘 要:为了与即将实施的碳排放配额管控制度以及碳排放权交易市场相适应,在绿色建筑评价标准与建筑能耗标准逐步发布之后,我国又进入了低碳建筑标准的编制高潮。文章梳理我国低碳建筑的相关标准,介绍日本的低碳建筑标准及其认定制度。在日本的低碳建筑评价中,既有必备的定量要求(如围护结构热工性能、一次能源消耗量),同时也考虑定性的地域气候适应性策略(采用有效的减排措施),即采用以能耗为依据的相对低碳判定原则,避免碳排放绝对值计算以及碳排放基准值设定的麻烦。希望日本的经验能为我国的低碳建筑标准编制提供借鉴和参考。In order to adapt to the upcoming carbon emission quota control and carbon emission trading market,after the green building evaluation standards and building energy consumption standards are gradually released,China has entered the climax of low carbon building standards compilation.This article sorts out the relevant standards of low-carbon buildings in China,and introduces Japan's low-carbon building standards and their certification systems.Japan's low-carbon building evaluation includes necessary quantitative requirements(such as thermal performance of the envelope structure,primary energy source consumption),and also considers the qualitative regional climate adaptation strategy(using effective emission reduction measures),that is to say,the principle of relative low carbon determination based on energy consumption is adopted to avoid the trouble such as carbon emission absolute value calculation and carbon emission reference value setting.We hope that Japan's experience can provide ideas and reference for the compilation of low-carbon building standards in China.
