安宁市化工行业对区域环境风险影响评估示范研究

摘　　要：区域环境风险评估是制定区域环境风险应急预案、防范和降低区域环境风险的重要依据。安宁市是云南省重要的工业基地,也是环境风险管控的重点区域。示范研究选取了安宁市市域范围内的11家典型化工企业,在企业环境风险源调查、企业环境风险等级评估、区域应急资源调查、环境风险评估子区域划分等工作的基础上开展了区域环境风险评估,结果显示:车木河水库水环境风险评估子区域的环境风险表征为R水0-L-S0V40M12,环境风险等级为低;安宁主城区大气环境风险评估子区域的环境风险表征为R气25-L-S12V40M31,环境风险等级为低;安宁市综合环境风险评估子区域的环境风险表征为R综合19-L-S6V44M25,环境风险等级为低。Regional environmental risk assessment is an essential basis for framing the emergency<https://cn.bing.com/dict/search?q=emergency&FORM=BDVSP6&mkt=zh-cn>response<https://cn.bing.com/dict/search?q=response&FORM=BDVSP6&mkt=zh-cn>plan<https://cn.bing.com/dict/search?q=plan&FORM=BDVSP6&mkt=zh-cn>and preventing and reducing regional environmental risks.Anning City is an industrial hub in Yunnan.It is also the key area where the environmental risks should be well controlled.Eleven typical chemical industrial companies located in Anning were selected for this specific exemplary exercise.This regional environmental risk assessment was then carried out after identification of potential environmental risks,risk classification,identification of resources deployed for emergency responses,zoning of sub-assessment areas,and other supportive analyses.The study well set an example for sector-based regional environmental risk assessment for wider administrative boundary in the future.The results indicated that the environmental risk value of the sub-region of Chemuhe Reservoir was 0-L-S0V40M12,which was at a low level.The downtown area of Anning was at a low level with the risk value of 25-L-S12V40M31.Therefore,the comprehensive environmental risk value of the whole city was 19-L-S6V44M25 at a low level as well.
