摘　　要：基于公共图书馆经费财政保障的有限性,公共图书馆的独立主体地位以及可持续发展的需要,在考察国外公共图书馆法和我国各地规定的基础上,《公共图书馆法》应该完善公共图书馆经费财政保障制度,明确基本服务和有偿延伸服务的界限,在立法中采取原则标准性和列举性相结合的方式,既有原则性规定,也不乏可操作性。Because of the limitation of financial security in public library funds,based on independent subject status and sustainable development of public library,by investigating public library laws abroad and domestic library regulations,the Public Library Law of the People's Republic of China should improve the system of public library funds financial security,clear the boundaries between basic services and paid services.Combination of principle of standard and particularization in the legislation is principled as well as operable.
