摘　　要：在当代中国社会转型和政府体制改革中,非营利组织得到了长足的发展。官办型公益基金会是其中的一个新生事物和特殊代表,它一方面昭示了非营利组织的社会公益性,另一方面可以说在很大程度上是我国政府体制转型的衍生物。作为一种制度变迁过程,中国的改革呈现报酬递增和路径依赖的性质,因此制度变迁及路径依赖理论不仅可以对公益基金会的产生与改革作系统的回应和分析,还可以为中国基金会的健康发展以及组织体制完善提供有益的思路。Amidst the social transformations and government reforms of modern China,NPOs have achieved considerable progress.Among these,state-run public welfare foundations are a new and specially-representative type.On the one hand,they spread awareness of the public benefits of non-profits.On the other hand,they could be said to be a product of the government system s transformation.An example of system change,China s reforms have also increased rewards and method dependency.As such,system change and method dependency theory can offer a systematic response to and analysis of state-run public welfare foundations birth and development,as well as offering new perspectives for Chinese foundations healthy development and for the improvement of their organizational systems.
