摘　　要：非警务类警情是指在110接处警环境下生成的,超出公安机关及其人民警察应当履行职责权限之外的报警信息。针对非警务类警情分流的现状及问题,可通过加强平台建设、推动多方参与分流处置非警务警情;完善法律规定、明确救助和纠纷事项的受理范围;健全工作机制、保障非警务警情分流效果;建立创新型分流处置机制、拓宽警情受理处置渠道;加强社会面宣传、引导群众正确报警等措施,有效分流大量非警务警情,从根本上解决基层110接处警工作负担,提升公安机关警务运行效力。Non-police warning information refers to the information reported to the police,which is generated under the environment of receiving and handling 110 alarm calls,but beyond the lawful functions and powers of public security organs and people’s police.Aiming at the current situation and problems in shunted disposal of non-police warning information,the paper puts forward such countermeasures as strengthen platform construction and promote multi-party participation in the shunted disposal of non-police warning information;improve legal provisions and strictly defining the acceptance scope of disputes and assistance affairs;perfect the working mechanism to promote the coordination and linkage of departments;establish innovative shunted disposal mechanism;strengthen social propaganda to guide the masses to report to the police correctly and the like,in order to effectively shunt a large number of non-police warning information,fundamentally solve the workload of receiving and handling 110 alarm calls at the grass-roots level and improve the policing operation effectiveness of public security organs.
