南通策应上海自由贸易港建设的措施

摘　　要：上海自由贸易港的建设将会以发展贸易为中心,带动金融、物流、商业等现代服务业综合发展。预计将实现境内关外监管和贸易、投资自由化,开展离岸金融业务,最终形成一个多功能、复合型开放区域。为策应上海自贸港的建设,南通市要进一步转变政府职能,推动制度创新,承接溢出产业,做好配套服务,打造多层次综合交通运输体系。The construction of Shanghai Free Trade Port will focus on the development of trade and promote the comprehensive development of modern service industries such as finance,logistics and commerce.It is expected to achieve the supervision inside and outside the customs,trade and investment and the liberal trade and investment.At the same time,offshore financial services will be carried out,and eventually it will form a multifunctional and complex open area.To coordinate the construction of Shanghai free trade port,Nantong should further transform the government’s functions,promote institutional innovation,undertake the industrial spillover and provide supporting service to create a multilevel comprehensive transportation system.
