摘　　要：两岸非传统安全合作始于两岸民间交流之开启,两岸在非传统安全领域的合作常常受制于两岸政治关系的影响,这是两岸非传统安全合作的重要特色。海峡两岸在非传统安全领域30年互动的历程,也是两岸关系发展波澜起伏的30年,更成为观察两岸关系发展状况的风向球。两岸在非传统安全领域的任何合作与进展,都会成为推动两岸关系向前发展的重要动力。民进党在台湾地区全面执政后,两岸丧失基本政治互信,两岸在非传统安全领域的合作必将受到冲击和影响。Non-traditional security cooperation between the two sides of the strait began with the opening of cross-strait civil exchanges.The cooperation between the two sides in non-traditional security fields is often subject to the influence of cross-strait political relations.This is an important feature of cross-strait nontraditional security cooperation.The 30-year interaction between the two sides of the strait in the field of nontraditional security is also the 30 years of the ups and downs of cross-strait relations,and it has become the wind vane to observe the development of cross-strait relations.Any cooperation and progress between the two sides in the field of non-traditional security will become an important driving force for the development of cross-strait relations.After the DPP is fully in power in the Taiwan region,due to the serious lack of crossstrait political mutual trust,it will also have a considerable impact on the cooperation between the two sides in the field of non-traditional security.
