安徽省生态环境承载力现状及财税调控政策取向研究

摘　　要：为优化区域生态环境,促进安徽省生态文明建设,论文采用生态足迹模型分析了安徽省生态环境承载力的现状,利用能源生态效率指标和能源消费弹性系数指标分析了安徽省财税政策的激励作用变化情况。结果表明:安徽省生态处于不可持续发展状态,且有加剧趋势;安徽省的财政支出还无法满足有效改善区域生态环境的要求,2003年以来安徽省财税政策对生态经济建设的激励作用在不断弱化。因此安徽省应通过建立财政投入长效机制、加大生态重点薄弱环节投入、优化财税政策体系等手段促进安徽省的生态经济建设。In order to optimize regional ecological environment and promote the construction of ecological civilization in Anhui province,this paper analyze the present situation of ecological environment in Anhui province,using the energy ecological efficiency index and energy consumption elasticity coefficient index of Anhui province studies the incentive role of fiscal and taxation policies.The results show that:the ecology of Anhui province is in an unsustainable developing state now,and the tendency becoming intensify;The financial investment in Anhui province can not meet the requirements of effectively improving the regional ecological environment;The incentive role of fiscal and taxation policies of Anhui province in the construction of ecological economy has been weakening since the year of 2013.It is suggested that establish long-term financial investment mechanism,increase key weak link investment and optimize the financial and tax policy system to promote the construction of ecological civilization in Anhui province.
