摘　　要：培育建设"特色小镇"是落实国家提出的"有重点地发展小城镇,促进大中小城市和小城镇协调发展"重大战略部署的关键举措。特色小镇是对城市粗放型产业空间再利用的一种方式,对于解决城市旧区衰落、人居环境恶化等"城市病"问题提供了有效的解决途径,是实现城市经济结构转型和推动"供给侧改革"的重要手段,有利于加快高端要素集聚,助力城市产业转型升级,对城市更新具有重要意义,是经济新常态下加快区域创新发展、推动经济平稳健康发展的战略选择。The cultivation and construction of"Characteristic Town"is the key measure to implement the major strategic deployment of"emphasizing the development of small towns and promoting the coordinated development of large,medium and small cities and towns"put forward by the state.Characteristic Towns provide an effective way to reuse the extensive industrial space of cities and solve the problems of"urban diseases"such as the decline of old urban areas and the deterioration of human settlements.They are also an important means to realize the transformation of urban economic structure and promote the"supply-side reform"and are conducive to accelerating the accumulation of high-end elements.Promoting the transformation and upgrading of urban industries is of great significance to urban renewal.It is also a strategic choice to accelerate regional innovation and development under the new normal economic situation and promote the stable and healthy economic development.
