摘  要:为研发符合安徽省淮河洪水及行蓄洪区调度决策需要的风险管理系统,采用水文学法、水动力学法及损失率法等方法,以近些年安徽省建立的淮河流域工程防洪体系、水文自动测报系统、水文预报系统、洪水风险图等成果为基础,基于Arc GIS、MIKE、SQL Server、Power Designer、Visual Studio等软件技术研发了水文信息和水文预报模型、洪水分析模型、洪水分级预警与调度决策、灾情评估、避险转移和洪水风险图等6个子系统。该系统提高了对淮河流域雨情、水情、工情、险情等信息的快速处理、科学分析、准确预测、风险管理与决策支持的能力,为优化防汛调度、决策和防洪减灾提供了技术支持。In order to meet the needs of risk management for flood and flood retention zones in Huaihe River of Anhui Province,ArcGIS,MIKE,SQL Server,Power Designer,Visual Studio and other software are used to create hydrologic forecasting subsystem,flood analysis model subsystem,flood warning and dispatching subsystem,disaster assessment subsystem,emergency adapting subsystem,flood risk map subsystem.The system are created combining approaches of hydrology,hydrodynamic force and loss rate and based on flood control system of Huaihe River Basin,hydrologic telemeter systems,hydrological forecast system,flood risk map and so on.The system are used to fast processing,scientific analysis,prediction,risk management and decision support the rainfall,water regime,danger and other information of the basin.It provides technical support for optimizing flood control dispatching,decision-making and flood control and disaster reduction.
