省级地质勘查基金运行态势及可持续发展的思考

摘　　要：全国省级地质勘查基金已成为财政投资我国矿产勘查的重要平台和找矿突破战略行动的主要力量。省级地勘基金运行十年来,找矿成效显著,为提高我国能源资源保障程度作出了积极贡献。近年来,随着全球矿业形势变化和国内产业结构调整,省级基金出现了投入大幅下滑、各省发展不平衡和资金投向异动等情况。本文在系统总结省级基金运行情况和发展特点的基础上,提出关于促进省级基金持续发展的对策建议,供有关部门决策参考。Provincial geological exploration funds have become an important platform of financial investment on mineral exploration and a major force in the National Exploration Development Planning.In the past ten years,provincial funds get prospecting fruits and signally promote the capacity of energy resources.Recently,several problems appeared with the funds such as a sharp drop of financial investment,unbalanced development,aberrant investment along with sluggish mining situation and the industrial restructuring at home.Based on the operation situation and characteristic of the funds,this paper give some suggestions to the concerned departments for reference that will help the funds develop sustainably and healthy.
