强疆固边与西藏边境城镇体系建设

摘　　要：西藏边境地区是一个集民族、边疆、贫困、生态于一体的特殊地理区域。新中国建立以来,在中央及各省市的强力支援下,西藏边境城镇得到了较大发展,但因受制于自然、地缘、历史等因素,与其他省区相比,仍呈现出少、小、散、弱、差的发展现状。随着新时代来临,西藏边境城镇的重要地位日趋突出,面临更多的发展机遇和挑战,需要把西藏边境城镇体系建设与发展提升到国家战略层面进行科学规划、顶层设计以及制度创新,坚持资源开发与生态保护并重的发展原则,运用国家力量加快推动西藏边境地区城镇体系和基础设施建设、发展边境城镇经济,形成以边境农牧民就地城镇化、军民融合共建边境兵团城镇以及多层级边境城镇体系共同发展的多元、协调、共荣的边境城镇发展新格局,以满足西藏边境人民对美好生活追求的愿望,进而达到强疆固边的目的。The border area of Tibet is a special geographical area with a combination of ethnic,frontier,poverty and ecology.With the strong support from both central government and provinces since the founding of new China,Tibet border towns have been developed greatly,but compared with other areas,the development of Tibet border towns is still little in quantity,small in scale,scattered in space,weak and poor due to natural,geopolitical and historical factors.As the coming of the new era,Tibet border towns are becoming increasingly prominent,facing more opportunities and challenges.Therefore,their construction and development should be promoted to the national strategic height,meanwhile,the scientific planning and the top level design,the series of system innovation should be carried out.The national strength should be used to speed up the infrastructure construction in the border areas,in order to strengthen and secure the Frontier and promote the construction of Tibet border town system and meet the desire of the people of Tibet for the pursuit of a better life.
