“双千计划”实施效果研究——以公安院校教师基层挂职为视角

摘　　要：为了落实中央关于"卓越法律人才教育培养计划"和法学教育理论联系实际的相关精神,公安部于2015年启动了全国公安院校与公安业务部门人员互派的"双千计划",其运行已接近尾声。实施的效果如何,存在哪些问题,未来怎样发展完善,文章基于公安院校教师挂职的角度进行了探讨,旨在推进"校局合作",实现卓越公安人才教育培养之进程。Ministry of Public Security started“Two Thousand Program”that personnel from the national public security colleges and public security operation departments are selected and exchanged each other in 2015 in order to implement the plan of educating and cultivating excellent legal talents and relative spirit of connecting theory with practice in legal education made by central government,which is dra^ving to close.The paper discussed the application results,existing problems,how it develops in the future from the viewof teachers of police college taking a temporary post at grass-roots public security organs so as to advance cooperation between police college and public security organs and achieve the process of educating and cultivating excellent public security talents.
