推进湖南省天然气发展的策略与建议

摘　　要：目前,湖南省气源供应相对单一,省内主干供气管道欠缺,供气支线建设迟缓,天然气消费分布不均衡,调峰储气设施亟待完善。为促进湖南省天然气行业健康、有序发展,建议积极寻求气源,实现气源多元化发展;尽快实现管道气通达全省14市州,进而实现"县县通";减少供气环节,核减支线管输费,降低终端用气价格,充分释放全省用气需求,优化用气结构;加快省内调峰储气设施的建设。通过上述措施提高天然气在一次能源消费结构中的比重,对优化湖南省能源结构、进一步提高人民生活水平具有重大意义。At present,natural gas supply in Hunan Province is relatively single source.Lack of main gas pipelines made branch pipeline constructions slowly.Natural gas consumption was unbalanced in the province,and the facilities for peak demand adjustment need to be improved.To promote healthy and orderly development of natural gas industry in Hunan Province,it is recommended to seek gas sources actively to achieve diversified gas sources and build branch pipelines in 14 cities in province as soon as possible.In this paper,Optimizing gas supply chain,decreasing transportation cost of branch pipeline,reducing gas price to an end-user,increasing natural gas demands,optimizing gas consumption structure,and speeding up the construction of adjusting seasonal demand variations in the province were suggested.All the suggestions will increase natural gas proportion in primary energy consumption structure and have a great significance for optimizing the energy structure of Hunan Province and further improving standards of living.
