摘　　要：探讨体育资源配置市场化中政府职能作用逻辑与路径,是我国体育全面深化改革、推进政府体育治理现代化的重要环节。研究认为,以市场失灵论为切入点的体育资源配置市场化改革中的政府职能问题存在偏颇,应回归市场缺失与权职回归论的逻辑起点。改革开放以来,政府职能在渐进市场化改革中不断革新,避免了改革可能带来的震动,但它始终不是一种符合市场规律发展的政府职能作用方式。新时代背景下政府职能作用需要由非常规回归到常规,促使市场内生式发展。在市场缺失论与政府职能回归论的引导下,要求政府职能发挥其主导作用,确立"顶层设计"与"渐进式"相结合的改革路径。改革中的政府职能实现需以"退—缩—转—强"为实践方式,以先立后破为实践策略,以"协同联动"为实践机制,以健全法规体系为保障。To explore the logic and path of government functions in the market allocation of sports resources is an important part of our country’s reform of sports and deepening the reform and promoting the modernization of government sports administration.Suggest that the problem of government function in the market-oriented reform of sports resource allocation with market failure theory as the starting point is biased,and should return to the logical starting point of market absence and power-return theory.Since the reform and opening up,the government,s functions have been continuously reformed in the gradual marketization reform,avoiding the shock that the reform may bring,but it has never been a way of government function that conforms to the development of market rules.In the context of the new era,the role of government functions needs to return from unconventional to conventional,and promote the development of the market.Under the guidance of the market deficiency theory and the government function regression theory,the government functions are required to play its leading role,leading the reform path of combining“top design”and“advanced design”.The realization of the government functions in the reform needs to adopt the“retraction-reduction-transfer-strong”as the practice mode,the first to break through the practice strategy,the“cooperative linkage”practice mechanism,and the sound legal system as the guarantee.
