摘　　要：[目的/意义]分析成熟智库的建设框架与内容,能够为我国智库建设实践提供理论依据和方案蓝图。[方法/过程]选择国际知名智库作为典型案例,从功能定位、资源要素、管理方式、成果评估、成果宣传、制度保障六个方面,对比分析中外智库的建设情况,由此发现中外智库建设的差异性。[结果/结论]根据对充分案例的深入对比分析结果,我们可以看到,建设一家能够充分发挥功能作用、实现发展目标的智库机构,应该从功能定位、资源筹备、管理创新、制度保障等几个方面进行,其建设的根本原则是注重研究质量和信誉。[Purpose/Significance]Analyzing the construction framework and content of the mature think tank will provide a theoretical basis and blueprint for the construction of China's National Agricultural think tanks.[Method/Process]The article chooses the international well-known think tank as a typical case,and compares and analyzes the construction of Chinese and foreign think tanks from six aspects of function orientation,resource elements,management mode,achievement evaluation,achievement publicity and system guarantee,and finds the difference between Chinese and foreign think tanks.[Result/Conclusion]According to the thorough comparative analysis of the sufficient cases,we can see that the construction of a think tank,which can give full play to its function and realize its development goals,should be carried out in several aspects,such as function orientation,resource preparation,management innovation and system guarantee.The fundamental principle of its construction should be to pay attention to the study of quality and reputation.
