基于整体性政府视角的新加坡“智慧国”建设研究

摘　　要：[目的/意义]新加坡是全世界最早推行"政府信息化"的国家之一,政府在服务深度上位居世界第一,尤其是在智慧城市建设方面较为突出,政府分别于2006与2014年提出"智能国2015""智慧国2025"计划,致力于全球第一个智慧国的建设,研究新加坡"智慧国",对当前我国智慧城市建设具有重要的借鉴作用。[方法/过程]通过对智慧国历史演变的详细梳理,并基于整体政府的分析视角,分析了其连接、收集、理解的"3C"核心理念及其创新、整合、国际化的"3 In"原则,归纳出新加坡在智慧国建设过程中所采取的"政府与你一起""多个机构、一个政府""共产共创""无缝流畅非碎片化"等四种策略。[结果/结论]最后根据新加坡智慧国的先进举措并结合我国智慧城市建设的实际情况,提出了进一步完善相关工作的对策性思考。[Purpose/Significance]Singapore is one of the first countries in the world to implement"government informatization".The government ranks first in the world regarding service depth,especially in the construction of smart cities.In 2006 and 2014,the Singapore government proposed the"Intelligent nation 2015"and"Smart nation 2025"programs and committed itself to the construction of the world's first smart nation.Researching Singapore's"Smart nation"has an important reference for the current construction of smart cities in China.[Method/Process]Based on the detailed analysis of the historical evolution of the smart nation and based on the perspective of the whole of government,this article analyzes the"3C"core concept of its connection,collection,and comprehension,and the"3 In"principle of innovation,integration and internationalization.In the process of building a smart nation,four strategies were adopted:"Government with you,""Multiple organizations,one government,""co-production and co-creation,"and"Seamless,smooth non-fragmentation."[Result/Conclusion]Finally,according to the advanced measures of Singapore's smart nation and the actual situation of the construction of smart cities in China,it proposes countermeasures to improve related work further.
