摘　　要：[目的/意义]政府和社会资本合作(Public-Private Partnership,简称"PPP")政策工具作为实现PPP国家政策预期目标的有效途径,在进行政策文本分析中具有重要作用。通过梳理我国PPP国家政策的核心关切点和政策工具应用情况,为今后相关研究提供支撑。[方法/过程]基于2014-2017年228份PPP国家政策文件,以供给型、环境型和需求型政策工具为切入点,按建立政策分析框架、定义分析单元、编码整理和量化统计等分析步骤,对样本政策从X基本政策工具和Y PPP国家政策适用项目阶段两个维度进行文本分析。[结果/结论]研究结果表明环境型政策工具应用过溢,供给型和需求型政策工具应用较少,政策工具应用的不平衡是导致PPP项目中风险、合同管理等问题的重要因素。针对研究结果分别提出政府在政策制定和政策工具应用上的对策和建议。[Purpose/Significance]The PPP policy tool is an effective way to achieve the expectations of PPP national policies,which play an important role in the analysis of policy text.By sorting out the core concerns of China's PPP national policy and the application of policy tools,it will provide support for related research in the future.[Method/Process]Based on 228 PPP national policy documents between 2014 and 2017,this paper takes supply policy tool,environmental policy tool and demand policy tool as the starting point and analyzes the text following the steps of building a policy analysis framework,defining analysis units,encoding classification,and quantitative statistics,analyzing the texts of the sample policies from the X and Y dimensions.[Result/Conclusion]The results of the study show that the use of environmental policy tool is overfilling,but supply and demand policy tools are less applied,and the unbalanced application of policy tools causes a series of problems about risk and contract management in the implementation of the PPP projects.Based on the research results,the paper puts forward specific recommendations and suggestions to the government on policy formulation and application of policy tools.
