基于ARIZ解决中心城区园区改造模式研究

摘　　要：随着当前京津冀协同发展的不断推进,京津冀城市群建设也进入到了一个新阶段。而产业园区作为促进京津冀区域经济发展和科技创新的重要载体,如何建设好产业园区,使其充分发挥促进区域经济发展的作用,是京津冀很多城市需要面临的重要问题。产业园区作为一个复杂系统,其建设过程中会面临着一些问题。结合产业园区建设过程中管理机构如何提升自身服务能力这一问题,基于ARIZ算法的基本原理,运用功能分析、冲突分析等方法,针对中心城区在进行产业园区改造过程中管理机构服务能力提升这一问题,提出相应的建议与措施。同时也为应用ARIZ解决软科学领域中的实际问题提供了一种新思路。With the coordinated development of Beijing-Tianjin-Hebei region,the construction of Beijing-Tianjin-Hebei Urban agglomeration has entered a new stage.As an important carrier to promote the regional development and technological innovation in Beijing-Tianjin-Hebei region,there is an important problem for many cities in Beijing-Tianjin-Hebei region to build industrial parks and make them play the roles of promoting regional development.As a complex system,There will be numerous problems in the process of industrial parks reconstructions.So this paper chooses that problem of how to improve the service ability of the administrations in the process of industrial park reconstruction based on ARIZ,utilizing the method of system function analysis,resolving contradictions,the corresponding suggestions and measures are put forward for service capability improvement of the administrations in the process of reconstructions of industrial parks in the central urban districts.It can also provides a new idea for solving the problems of soft science by ARIZ.
