摘　　要：针对灌区发展现状,分析疏勒河灌区现代化建设的必然性和可行性,按照初定的总体框架和基本规划思路,提出以加快完善水利基础设施建设、全面推进节水型灌区建设、着力加强水利信息化建设、切实强化灌区管理和服务能力建设、大力开展水生态文明建设和水利文化建设为重点,不断深化水利改革、强化依法治水、加强科技兴水,通过5～10年的现代化改造,基本达到生态良好、设施完善、惠及民生、流域和谐、管理一流的现代化建设目标,为甘肃省乃至全国灌区现代化建设提供样板示范。Taking the current situation of irrigation district development into consideration,the paper makes an analysis on the necessity and feasibility of modernization of the Shulehe Irrigation District.Based on the overall framework and concept of planning,it is proposed to accelerate construction of water infrastructures,initiate water-saving irrigation district,create information system and make beneficial use of science and technology,in order to improve management and capability of services.Water ecological civilization and water-saving culture should be emphasized in order to reach the targets of benefiting people and ecological good.It also urges to deepen reform and manage water based on law.It is planned to modernize the irrigation district with 5~10 years and build a pilot for Gansu Province and even the whole country.
