摘  要:水资源调度是水资源管理工作中非常重要的内容。为了统一水资源调度业务和流程,确保水资源调度业务数据在各级部门相互贯通,水利部在国家水资源管理系统建设中进行了水资源调度通用软件的开发,并将其下发给各流域机构和省(自治区、直辖市)进行应用。玛纳斯河流域是全国水资源较为短缺的区域之一,随着区域经济社会快速发展,用水量大幅度增长,水资源供需矛盾突出,迫切需要建立水资源调配系统,实现科学调度,提高水资源的管理水平。根据《玛纳斯河流域管理章程》,结合流域水资源调度功能需求,通过对水资源调度通用软件的定制、部署和二次开发,开发了可以支撑玛纳斯河流域水资源调度业务的水资源调配决策支持系统。Water resources regulation is the key content of water resources management.In order to integrate operation and process of water resources regulation and ensure effective transmission of data among managerial departments or authorities at each level,the Ministry of Water Resources developed an application software for water resources management of river basin commissions and provincial governments.The Manasi River Basin has been suffered from water scarcity and shortage along with social and economic development and increase of water demand.It is urgent to set up a water resources regulation system for scientific operation and management.In accordance with Regulations on the Manasi River Basin Management and requirements of water allocation,the software is customized and deployed with secondary development and a supporting system for decision-making.
