基于Shapley值修正权重的PPP项目利益分配激励模型

摘　　要：现阶段,社会资本参与到PPP项目建设的积极性不高,且关于PPP项目利益分配的研究都是建立在公共部门与私人部门权重相等的基础上进行的。为鼓励私人部门参与PPP项目建设,重视双方合同约定过程的激励性谈判,引入无限期讨价还价博弈,对Shapley值利益分配模型中的分配权重进行讨价还价,得到公、私部门利益分配权重的子博弈精炼纳什均衡解,计算出修正前后公、私双方在该PPP合作项目中利益获取的差值,依此建立基于Shapley值的PPP项目利益分配激励模型,并对其中的主要影响因子进行了简要分析。通过建立上述PPP项目利益分配激励模型,在保障项目利益公平、公正分配的同时,激励更多的社会资本参与到PPP项目建设中来。At this stage,the enthusiasm of social capital to participate in the construction of PPP projects is not high,and the research on the distribution of benefits of PPP projects is based on the equal weight of public and private sectors.In order to encourage the private sector to participate in the construction of PPP projects,and attach importance to the incentive negotiation of the contractual process of the two parties,an indefinite bargaining game to bargain for the distribution weights in the Shapley value distribution model is introduced,and the solution to sub game perfect Nash equilibrium for the distribution weights of the public and private sectors is obtained.The difference between the two parties’interest before and after correction in the PPP cooperation project is calculated.The profit distribution model of PPP project based on Shapley values was established,and the major influencing factors were briefly analyzed.By establishing the above-mentioned PPP project benefit distribution model,while ensuring fair and equitable distribution of project benefits,more social capital will be encouraged to participate in the construction of PPP projects.
