基于区域非均衡增长理论的陕西区域协调发展规范研究

摘　　要：党的第十九次全国代表大会的报告指出,区域协调发展战略是解决在人民美好生活需要日益增长的同时,存在发展不平衡不充分的这一主要社会矛盾的重要战略工具。因此,将新时代中国特色社会主义思想与区域协调发展战略相结合,才能有效促进各区域经济的发展。文章以区域非均衡增长理论为指导,采用"经济社会大系统——三分法",把区域协调发展指标体系分为经济、社会、生态三大子系统。以近几年数据为基础,运用SPSS软件求出各子系统评价值,运用聚类分析法检验采用主成分分析法计算出的各地市的协调发展指数和综合评价值,然后运用协调发展指数公式求出各地市协调发展指数和运用线性加权的方法求出综合评价值。最后各地市的计算结果进行对比分析,探究是何种原因导致陕西各地市区域发展不协调的局面,并有针对性地提出了建议和具体措施,以促进陕西区域的协调发展,从而为陕西省及各地方政府的经济、社会与生态发展决策与政策的制定提供科学依据。The report of the 19th National Congress of the Party pointed out that the regional coordinated development strategy is an important strategic tool for solving this major social contradiction,in which the development of the people's better life is growing and there is insufficient development imbalance.Therefore,combining the socialist ideology with Chinese characteristics in the new era and the regional coordinated development strategy can effectively promote the development of regional economies.Guided by the theory of regional non-equilibrium growth,this paper adopts the"economic and social system-three-point method"to divide the regional coordinated development indicator system into three subsystems:economic,social and ecological.Based on the data of recent years,the SPSS software is used to obtain the evaluation values of each subsystem,and the cluster analysis method is used to test the coordinated development index and comprehensive evaluation value of each city,calculated by principal component analysis method,and then the formula of coordinated development index is used.The comprehensive evaluation value is obtained by the coordinated development index of each city and the method of linear weighting.Finally,the calculation results of various cities are compared and analyzed to explore the reasons for the uncoordinated development of various regions in Shaanxi,and specific suggestions and specific measures are proposed to promote the coordinated development of Shaanxi region,thus serving Shaanxi Province,providing a scientific basis for the formulation of economic,social and ecological development decisions and policies of local governments.
