我国港澳台地区的体育赛事彩票管理与营销概况及问题

摘　　要：运用文献资料法、逻辑分析法,对我国港澳台地区体育赛事彩票的营销概况进行梳理,从我国港澳台地区体育赛事彩票的发行目标、管理法规与机构、经营机构与经营情况、公益收入使用情况、节制博彩举措、问题彩民防控方面进行分析。我国港澳台地区体育赛事彩票经营中存在的问题有:问题彩民防控有限;体育赛事彩票非法销售活动泛滥;体育赛事彩票非法营销监管和处罚力度不够等。针对以上问题,提出对策:明确体育赛事彩票发行目标;加大问题彩民防控工作力度;完善我国责任博彩内涵。Through using the method of literature review and logical analysis,this paper makes summary on marketing situation of sports lottery of guessing type in Hong Kong,Macao and Taiwan,analyzes the issuance target,management regulations and institutions,operating institutions and operating condition,the use of public welfare revenue,gambling control measures,and the prevention and control of problem lottery participants.There are some problems in the operation of sports lottery in Hong Kong,Macao and Taiwan:The prevention and control of problem lottery people is limited;the illegal sales activities of sports lottery of guessing type are in flood;guessing sports lottery illegal marketing supervision and punishment is not strong enough.In view of the above problems,the countermeasures are proposed:to clarify the principles of lottery issuance;strengthen prevention and control of problem lottery participants;and improve the content of liability gambling.
