高校招生工作中专家组面试质量的影响因素分析

摘　　要：提高高校人才选拔质量的关键是测试考核质量。在深化考试招生制度改革过程中要充分发挥专家组作用,通过专家组面试强化对学生素质和能力的全面考察。实践中,作为测试组织方式的专家组面试可能产生不同的质量效果。此研究以博弈论和经济分析方法,对高校招生工作中专家组面试质量的影响因素进行研究讨论,最后得出结论:专家组面试活动兼有私人属性和公共属性,不应将其纳入私人范畴,而应以集体物品生产的角度,促进合作,提高效用,保障考核质量。The validity and quality of the entrance examination is the critical factor to examine the applicants in colleges and universities.In the process of deepening the examination and enrollment system reform,we should give full play to the role of the expert group and strengthen the overall inspection of applicant’s quality and ability through panel interviews.In practice,panel interviews as a test organization may have different quality effects.By utilizing the method of game theory and economic analysis,the paper analyzes and discusses some elements that will affect the validity and quality of panel interviews,and finds that the activity of the experts in panel interviews has double characters of private goods and public goods.So the expert’s activity in panel interviews should be regarded as the collective consumption goods or the club goods instead of the private goods in order to promote the cooperation in the evaluation or test of experts group,and guarantee the validity and quality of panel interviews through some appropriate mechanism design.
