摘 要:以2009—2014年徐州市农村居民消费支出结构数据为基础,引入扩展线性支出系统(ELES)模型对农民消费结构进行实证分析,从不同时期农民用水需求变化、不同时期农民用水边际消费倾向、农民用水需求收入弹性3个层面定量分析农民用水户的水价支付能力,在此基础上利用ELES模型的计算结果测算了徐州市农民经济上可承受的饮水安全水价。结果表明,平均收入水平下,徐州市农民对当前水价有支付能力;平均收入水平下,徐州市农民年人均水费支付能力为32.91~102.64元,其经济上可承受的水价标准为1.29~3.12元/m3。Based on the statistic data of consumption expenditures of rural household from 2009 to 2014 in Xuzhou City,the Extend Liner Expenditure System(ELES)model is used to analyze the farmers’consumption structure.The changes of water demand during different periods,the marginal propensity to water use as well as the income elasticity of water demand are calculated,so as to make quantitative analysis about farmers’payment ability for water use.Thus,on the basis of the calculation results in ELES model,the farmers’bearable safety drinking water price was quantitatively calculated.The results suggest that,the households with average income level have enough payment ability for water use;at the average income level,farmers’per capita payment ability for water use ranges from 32.91 yuan to 102.64 yuan and their bearable water price ranges from 1.29 to 3.12 yuan/m 3.
