新时代实现养老保险制度城乡统筹融合发展的路径探究

摘　　要：随着我国城乡差异的逐步缩小,城乡之间的公共服务供需均衡化日益成为社会大众关注的焦点所在。而我国现阶段存在的城乡分割的社会保障制度,无疑成为新时期实现养老保险制度城乡一体化建设征程中的"绊脚石":养老保险覆盖城乡逆转,缴费差距仍旧巨大,重复参保现象广泛存在,社保转续问题显著,再加上政府补贴力度弱,养老基金难以实现增值等问题,使得养老保险制度城乡一体化建设新征程艰难曲折。新时代下,为尽快实现城乡养老保险制度的融合发展,必须先从制度抓起,建立有效的衔接制度,进而提高养老基金的统筹层次,采取多样化的措施加大参保激励力度,从而由名义上的制度合并逐步实现实质上的养老保障水平一体化。With the gradual narrowing of urban and rural differences,the balance of public service supply and demand between urban and rural areas has increasingly become the focus of public attention.The social security system,which is now divided between urban and rural areas,has undoubtedly become a stumbling block in the process of realizing the urban-rural integration of the old-age insurance system in the new era:the coverage of the old-age insurance system has been reversed,the payment gap between urban and rural areas is still huge,and the phenomenon of repeated insurance coverage is widespread.The problem of social security renewal is remarkable.Coupled with the weak government subsidies and the difficulty of adding value to pension funds,it has made the new journey of urban and rural integration of the pension insurance system difficult and tortuous.Under the new era,in order to achieve the integration and development of the urban and rural old-age insurance system as soon as possible,we must start with the system,establish an effective system of convergence,improve the overall planning level of pension funds,and adopt diversified measures to increase the incentives for participating in the insurance system.Thus,the integration of the pension security level is gradually realized by the merger of the nominal system.
