公共文化服务刚性供给与文化需求弹性发展的矛盾及解决之道——基于12省25县(区)的公共文化服务体系问卷调查

摘　　要：是否满足人民群众基本文化需求是衡量公共文化服务的一项主要指标。但从调查来看,我国民众公共文化需求总体上趋于弹性发展,而我国政府公共文化服务目前仍然以刚性供给为主要特色。解决这个矛盾应坚持以满足人民群众精神文化需求为出发点和落脚点,侧重于公共文化服务体系机制的改革创新。Whether satisfying people's basic cultural needs is a major indicator for measuring public cultural services.However,according to the survey,the public cultural needs of people in our country tends to show an elastic development while the government's current supply is still inelastic.To solve this contradiction,we should treat satisfying the people's spiritual and cultural needs as the starting point and the foothold,and pay attention to the reform and innovation of the public cultural service system and mechanism.
