深圳城市更新规划管控体系思考——从地块单元走向片区统筹

摘　　要：一直以来,深圳市的城市更新管理采取“全市更新专项规划+更新单元规划”的两级管控体系。由于缺少中观层面的片区更新统筹,城市更新管控目标往往较难落地。本文基于对深圳传统的城市更新管控体系的反思,以深圳福田区梅林—彩田片区为例,探究在“全区—片区—单元”三级城市更新规划管控体系中,片区统筹更新规划管控的创新价值和技术框架。For a long time,the urban renewal of Shenzhen has been using the two-level management and control system:city specific renewal planning and renewal unit planning.It is always hard to achieve the goal because of the lack of meso-level planning management.Based on the reflection on the current urban renewal system of Shenzhen and taking Meilin-Caitian area in Futian District of Shenzhen as an example,this article explores the innovation value and technical framework of the zone renewal management and control in the“district-zoneunit”management and control system.
