摘　　要：当前,我国城市发展正由外延扩张型向集约提质型转变,规划建设管理方式正由粗放模式向精细模式转变,是加快生态文明建设、实现高质量发展的关键时期,迫切需要全面深入、因地制宜地开展城市设计工作。中央城市工作会议明确提出,要加强城市设计,全面开展城市设计。文章以合肥市为例,分析其城市设计工作历程,总结其城市设计的工作思路、编制实践、管理实施成效与经验,并从政策、规范、行动和制度等方面提出相关的意见与建议,希望能对合肥市扎实推进全国城市设计试点和城市品质提升等工作有所裨益。At present,China’s urban development is changing from extensional to intensive and qualitative,and the management mode of planning and construction is changing from extensive to detailed,which is a key period for accelerating the construction of ecological civilization and realizing high-quality development.Therefore,it is urgently needed to comprehensively and deeply carry out urban design according to local conditions.The central urban work conference clearly proposed to strengthen urban design and comprehensively carry out urban design.Taking hefei city as an example,the paper analyzes the urban design work process,summarizes the urban design ideas,formulation practice,management experience,and makes some suggestion from policy,standard,action,and institution sides,advances the construction of national design pilot and the improvement of urban quality.
