基于特色产业的乡村产业振兴研究——以中医药产业带动一二三产业融合为例

摘　　要：农村一二三产业融合符合产业发展规律,体现现代农业多重效益,是实现乡村产业振兴的必然途径。农村产业融合需要培育多元融合主体、发展多类型融合方式、建立多形式利益联结机制、完善多渠道融合服务。特色产业根植于区域资源禀赋,具有发展基础和产业融合的积累优势。结合湖北蕲春中医药产业阐释特色产业引领乡村产业振兴的实现路径,并从一般层面归纳特色产业引领农村产业融合发展的保障对策:以产业融合发展为导向制定特色产业发展规划;引入专业化运营商整体推进产业融合;整合资金人才要素促进产业融合;弥补科技短板提高融合质量。The convergence among rural primary,secondary and tertiary industries is the path of rural industrial revitalization,which conforms to the law of industrial development and reflects the multiple benefits of modern agriculture.Rural industrial convergence depends on cultivating market subjects,developing integration methods,establishing interest linkage mechanism,and improving integration services.The characteristic industry has the development foundation and the industrial convergence accumulation superiority which rooted in the regional resources endowment.This paper expounds the realization path of rural industry revitalization led by the characteristic industry,taking Qichun county Chinese medicine industry as an example in Hubei province.Finally,this paper summarizes the general countermeasure of the rural industry convergence development led by characteristic industry:formulating plan for characteristic industries through industrial convergence,introducing professional operators to promote industrial convergence as a whole,integrating capital and talent elements to promote industrial convergence,and integrating technology content to improve the quality of industry convergence.
