华人移民慈善的动力机制:以广东侨乡顺德为例

摘　　要：论文通过对广东侨乡顺德的民族志研究,运用移民慈善的理论概念对海外华侨华人在侨乡的捐赠和回馈行为的动力机制进行了分析。论文认为,当代华人移民慈善并非只是基于华人传统,依赖于捐赠者的情感和个人关系,而是一种长期的组织化和策略化的历史过程。其中,海外华人社团起着关键性的推动作用,而中国侨务政策鼓励和保护海外华人捐赠的积极性,侨乡地方政府借助"乡亲"与"乡情"的动员以及政策资源与社会关系网络,恢复和重建与海外乡亲之间的联系与互动,推动着华人移民慈善的发生和延续。这种制度化的推拉过程构成了当代华人移民慈善基本的动力机制。Based on the ethnographic study in Shunde in Guangdong province,this article applies the concept of diaspora philanthropy to analyze the dynamics and mechanism of the overseas Chinese donation and contribution to their ancestral homeland in China.This article argues that the Chinese diaspora philanthropy is not just based on a tradition that relies on the donors’feeling and personal relations,but also a historical process organized and strategically orchestrated.In this process,the overseas Chinese associations play an important role in the push effect.In addition,and China’s policy towards overseas Chinese Affairs encourages and protects the donation enthusiasm of overseas Chinese through the mobilization of“Fellow villager”and“Nostalgia”as well as policy resources and the social relations networks,Qiaoxiang Local governments restore and rebuild the links and interactions between overseas Chinese and Qiaoxiang.It has become an important pulling force for the occurrence and sustainable development of diaspora philanthropy in Qiaoxiang.This push and pull phenomenon establishes forms of basic mechanism of contemporary Chinese diaspora philanthropy.
