摘 要:为有效考察城市轨道交通PPP项目在全生命周期内实施效果,借助Choquet模糊积分模型对其进行科学的绩效评价。首先从全生命周期角度划分城轨PPP项目的绩效评价时段,明确三大利益相关者在各时段的绩效目标,并结合其项目特点,构建基于立项、招标、融资、建设、运营及移交六阶段的绩效评价指标体系;其次采用Choquet模糊积分模型对项目进行绩效评价,综合考虑各因素的模糊信息关联度及重要程度,确定项目绩效评价值;最后将模型应用于青岛地铁3号线和北京地铁4号线实际案例中,验证模型合理性的同时,针对各参与主体提出相应提高绩效的措施,为城市轨道交通PPP项目的绩效管理提供了一个新思路。In order to effectively investigate the effect of the urban rail transit Public-Private Partnerships project in the whole life cycle,it was evaluated by the Choquet fuzzy integral model.Firstly,the performance evaluation period of the urban rail Public-Private Partnerships project is divided from the whole life cycle angle,and the performance targets of the three stakeholders in each time period are defined.Based on the characteristics of the project,this paper constructs a performance evaluation index system based on the six stages of project approval,tendering,financing,construction,operation and transfer.Secondly,it adopts the Choquet fuzzy integral model to evaluate the project performance,comprehensively considers the fuzzy information correlation degree and the importance degree of each factor,and determines the project performance evaluation value.Finally,the model is applied to the actual case of Qingdao metro line 3 and Beijing metro line 4.At the same time,it provides a new idea for the performance management of urban rail transit PPP project.
