摘　　要：自2011年起,国际古迹遗址理事会-国际风景园林师联合会-文化景观科学委员会(ICOMOS-IFLAISCCL)启动了"全球乡村景观倡议"(WRLI),旨在为乡村地区制定一套完整而系统的文化遗产保护研究方法。"倡议"推出后,委员会在乡村景观研究方法、保护知识、管理和操作路径等多维度,以及国际文件层面进行了一系列深入研究,填补了这一领域长期以来的欠缺。2017年,"倡议"的成果之一《关于乡村景观遗产的准则》文件得到国际古迹遗址理事会(ICOMOS)采纳。介绍了《准则》的文化语境、产生的前提以及主要概念,包含"乡村景观"和"作为遗产的乡村景观"的理论概念和方法工具的探索;阐释了准则文本制定中的核心思想内涵,以及与国际动态发展语境的重要关联。Since 2011,ICOMOS-IFLA International Scientific Committee on Cultural Landscapes(ISCCL)has launched the World Rural Landscapes Initiative(WRLI)with the goal of a complete and systematic approach to the question of cultural heritage for rural areas.Rural landscape has not been sufficiently studied through past decades,in terms of methodology and operation and of official internationally recognized documents:protection and promotion,knowledge,methodology and management at different levels.As one of the outcome of WRLI,Principles Concerning Rural Landscape as Heritage was adopted as a doctrinal text by ICOMOS(2017).The paper presents the main cultural premises and implication of the Principles,the theoretical concepts and implementation tools of"Rural Landscape"and"Rural Landscape as Heritage";the contents of the criteria and the process of policy making,which generated the core value and idea of rural landscape as heritage and significant inter-relation with international dynamic context.
