日本矿产资源管理机制及对我国地勘基金改革发展的启示

摘　　要：日本是全球矿产资源最为匮乏的国家之一,能源资源供给与安全主要通过海外矿业开发来实现。日本特有的矿产资源管理模式为本土企业走出去参与海外矿产勘查开发提供了重要制度保障,也使日本一直保持全球矿业强国的地位。为加快我国地勘基金改革步伐,完善投资机制和运作模式,本文研究分析了日本的矿产资源组织管理形式、矿业开发阶段、主要投融资方式及矿产资源管理的特点,提出要从国家资源战略层面审视地勘基金的定位和运作模式,确保基金管理机构独立运作,同步开展海外勘查开发和通过多元化的方式拓宽基金融资渠道等,供有关部门决策参考。Japan is one of the countries that severely lacking of mineral resources in the world and whose resource supply mainly depends on mining overseas.Japanese special mineral resources managing model offers important system guarantee for domestic enterprise developing overseas and ensure it great-power globally.In order to accelerate the reform of geological exploration fund and perfect its funding mechanism and running modes,this paper analyzes Japan s resources managing form,mining procedure,major financing methods and its characters.It advices that we should re-recognize the fund s status for national resource safety,ensure the fund operating independently,and develop mining overseas and broaden financing channels.
