日本对台湾战略认知和政策的学理与历史考察

摘　　要：台湾问题是涉及中国国家主权、领土完整的核心利益。近年来随着中日关系的动荡,日台关系的敏感性进一步提高。日本在台湾问题上的小动作不断,对中日建立互信构成很大困难,严重干扰了中日关系的大局。日台关系和日本对台政策作为台湾问题的外部因素中仅次于美国的变量,成了学术界和政策研究界关注的热点。现有研究多囿于日本是否"亲台"或者"反中"的双边框架内进行分析,对于日本在国际体系中如何认知台湾问题的演变过程缺乏关注。日本对台政策的知识基础主要建立在日本从对国际体系认知中派生出的对台战略认知上,考察日本对台战略认知和政策的历史变迁,探索两者之间的关联性,超越原有认知框架并创新研究视角,或将有助于更加有效地在对日外交中处理好台湾问题。The Taiwan Question concerns China’s core national interest of sovereignty and territorial integrity.Due to the Japanese colonialization in history and Japan-U.S.alliance,that issue has been a long-standing factor affecting Sino-Japanese relations.With the deterioration of Sino-Japanese relations in the recent years,the sensitivity of Japan-Taiwan relations is on the rise accordingly.Japan’s activities in Taiwan have become an obstacle for the building of mutual trust between China and Japan and stabilizing Sino-Japanese relations.In the circle of academic and policy research,the Japan-Taiwan relations and Japan’s policy toward Taiwan have also drawn large attention,being considered as one of most important external factors(probably only next to the U.S.factor)in the Taiwan Question.However,the existing literature of Japan-Taiwan relations and the Japanese policy toward Taiwan is mainly within the frameworks of pro-Taiwan or anti-China motivation,blaming Japanese right-wing political force for playing“the Taiwan card”to contain China and damage Sino-Japanese relations,lacking in a broader perspective of Japanese understanding of Taiwan in the context of its perception of the international system.The article argues that the intellectual basis of Japanese policy toward Taiwan is derived from its perception toward the international system.By reviewing the evolution of Japanese strategic perception toward Taiwan and the history of Japan’s policy toward Taiwan,the article explores the linkage between Japan’s strategy perception and its policy,in order to provide a new perspective for China’s diplomacy toward Japan on the Taiwan Question.
