日韩建交后的“慰安妇问题”:政府、民意与美国因素

摘　　要：日韩两国实现邦交正常化后,受多重因素的影响和制约,"慰安妇问题"在相当长的历史时期内处于被遮蔽的状态。20世纪90年代初,"慰安妇问题"开始浮出水面,成为两国政府不得不正面处理和应对的棘手课题。日韩两国在处理"慰安妇问题"上龃龉不断,并未取得实质性进展,直到朴槿惠上台执政后,通过美国的居间斡旋,两国迅速就"慰安妇问题"达成"最终且不可逆"协议。该协议充分体现了日美韩在政治层面和战略层面的不同考量,但缺乏深厚的民意基础。随着朴槿惠总统下台,协议在韩国成为众矢之的。日韩"慰安妇问题"并未因这一协议的签署而被彻底解决,今后仍可能成为影响日韩关系顺利发展的一大障碍。Due to multiple factors,the“comfort women issue”has been obscured for quite a long time since the normalization of diplomatic relations between Japan and South Korea in 1965.In the early 1990s,the issue began to emerge and has become a thorny issue that Japanese and South Korean governments have to deal with.For a long time,Japan and South Korea have disputes over the“comfort women issue”without making substantial progress.After President Park Geun-hye took office,Japan and South Korea quickly reached a“final and irreversible”agreement on the“comfort women issue”through the mediation by the United States.That agreement fully reflected the different political and strategic considerations of Japan,South Korea and the United States,which lacked the support of the public opinion.That agreement became a focus of criticization in South Korea after Park Geun-hye stepped down.The“comfort women issue”between Japan and South Korea has remained unresolved in spite of that agreement,and it may be still a major obstacle affecting the development of Japan-South Korea relations in the future.
