摘　　要：结合我国城乡规划工作发展历史,对其实施存在的目标偏离、内容局限等问题进行分析,并基于公共政策视角提出有效改进措施,也为我国城乡规划具体实施提供一些可参考建议。Combining with the development of the urban and rural planning in China,the paper analyzes the problems including the deviation of aims and limited content,and points out some effective improvement based on the public policies,so as to provide some reference for the implementation for the urban and rural planning in China.
